Fundamental to the design concept for this institutional project are four issues: the project is a welcoming gateway to the United States, the site topography is irregular and open, the glacial geology of the area is visually powerful, and two bridges create fixed points of access. Surveillance is a key component of the design, and the aluminum mesh building skin is designed to be transparent from within the facility and translucent / opaque from outside.
